Product leader and co-founder

Tomer London is a co-founder of Gusto, the payroll, benefits and HR platform for small and medium-sized businesses in the United States, and is listed in the company's key people as chief product officer. The TechAviv community profile describes his job as setting and executing Gusto's product vision for payroll, benefits and compliance. Joshua Reeves is the company's chief executive and Edward Kim its chief technology officer.[1][4]

Background before Gusto

A press biography lists London's education as a bachelor's degree in electrical engineering from the Technion in Israel and a master's degree in electrical engineering from Stanford University, where he is also listed as a doctoral candidate. The same biography says he co-founded a writing-software company for non-native English speakers while in high school, served three years in an Israeli combat unit, worked as a computer-architecture researcher at Intel Research in Israel, and co-founded and led Vizmo, a mobile customer-support startup, from 2008 to 2011. That biography reads as promotional, so its details are best treated as self-reported.[3]

He moved to Silicon Valley around 2010 for graduate study, and the same biography says he met Reeves and Kim through a Stanford alumni mentorship program in 2011.[3]

From ZenPayroll to Gusto

The company was founded in November 2011 as ZenPayroll, joined Y Combinator's Winter 2012 batch and launched officially in California on December 11, 2012, with London, Reeves and Kim as co-launchers. It was renamed Gusto in September 2015 as it expanded into health benefits and workers' compensation. Fortune's 2026 coverage recalls the early days: when Gusto was an eight-person company, London and Kim personally helped a customer, flower retailer Christina Stembel of Farmgirl Flowers, set up payroll at a San Francisco flower market.[1][2]

Funding and growth

Funding followed quickly: a $6.1 million seed round, then $50 million at a $1 billion valuation in December 2015 and $200 million at a $3.8 billion valuation in July 2019. By 2023 the company was valued at $9.6 billion with about $500 million in trailing revenue. A June 2025 employee tender offer implied a valuation of $9.3 billion, the figure Fortune also uses.[1][2]

The product line grew in step. Beyond payroll and employee onboarding, Gusto's offering now includes health, dental and vision enrollment, third-party 401(k) and workers' compensation insurance, contractor payments, and a public API that connects it to other small-business software.[1]

The $1 billion milestone and recent deals

According to Fortune, Gusto surpassed $1 billion in revenue in February 2026, measured as cash collected over the preceding twelve months, a framing Reeves chose to avoid ambiguity over recurring-revenue definitions. The article says the company has passed 500,000 customers and that Reeves describes growth as accelerating.[2]

In August 2025 Gusto agreed to acquire the 401(k) provider Guideline for about $600 million, the largest acquisition in its history, and in April 2026 it bought Mosey, a multi-state payroll compliance startup.[1]

How he talks about product

His press biography points to two 2024 podcast appearances, on the Product Thinking and Product School shows, where he discussed what he calls minimal lovable products and the company's product philosophy. It also records that he was named to Inc. magazine's 30 Under 30 list in 2013.[3]

Why he matters

London is part of a rare founding trio that is still intact more than a decade after the company began, with all three founders still in senior roles. As product chief he has been responsible for turning payroll, a task small businesses find dull and risky, into a broader HR and benefits platform that now crosses a billion dollars in trailing revenue. How well Gusto adds tax compliance and financial products, and how it uses AI in them, will be the next test of that approach.[1][2]
